DATA ON QUANTITIES - DEAD-LINE 15 JUNE 2008
The producer or the importer of wood preservatives, slimicides, antifouling products, biocidal rodenticides, insecticides and repellents ie. chemicals that require authorisation according to the current national legislation, has to notify SYKE on the quantities of produced, imported and sold chemicals.

The information of quantities of above mentioned products placed on the Finnish market in 2007 are to be reported by 15 June 2008. Authorisation/registration holders have been notified on the questionnaire in May.

Data on antifouling products will be collected electronically next year for the first time.
EUROBIOCIDES
Finland is participating the EU enforcement project EUROBIOCIDES. Municipal authorities will conduct inspections at the manufacturers and importers during May-October.

The aim of the project is to control that active substances in product types which are not notified are not being placed on the market. Labelling, packaging as well as advertisements of the biocidal products will also be inspected.
MORE ACTIVE SUBSTANCES INTO ANNEX I
In May five active substances were voted for Annex I inclusion in the Standing Committee on Biocides.
  • PT 8: thiachloprid 
  • PT 14: alphachloralose, bromadiolone, aluminium phosphide

AUTHORISATION OF BIOCIDAL PRODUCTS
Authorisation has to be applied for the first biocidal products in the beginning of 2009 (Ministry of the Environment Decree 20/2008).

Member states have started to prepare common application forms and guides. Finland is contributing to the work by drafting application guide for biocidal products.

SYKE and STTV will publish guides and forms for application on their websites at the end of 2008.
PHASE-OUT OF PRODUCTS TO BE CONTINUED
September 2006 was an important milestone for removing biocidal products from the market. However, more products will be phased even after that.

The Commission shall give public notice in case all participants for a given active substance/product type combination withdraw from the review program or where no complete dossier has been received within the specified time period. Within three months of this notice, producers, formulators, associations or other persons wishing to take over the role of participants for the active substance/product type combination concerned shall inform the Commission accordingly.

In case a new participant is found, the Commission will give a new dead-line for submission of dossiers.

If no new participant is found the Commision will make a decision on non-inclusion of the active substance/product type combination and its withdrawal from the market.

CREOSOTE – RISK-BENEFIT ANALYSIS
All stakeholders have a possibility to submit data for the risk-benefit analysis of creosote oil as wood preservative. Consultation is open until 30 June 2008.

REVISION OF THE BIOCIDES DIRECTIVE
Revision of the Biocides Directive has been started. The Commission will prepare a proposal for a new regulation in the end of 2008. Changes are expected eg. in procedures for low risk products and regulation of treated materials.

In Finland competent authorities SYKE and STTV as well as the Ministry of the Environment are involved in the revision.
